Sent undercover to infiltrate the inner circle of mobsters "Buddha" Stanzione (Elliott Gould) and Tommy "Bells" Bellavita (Robert Patrick), Tozzi appears to be the ideal agent for the task streetwise, moody and tough-talking. But his romantic involvement with his informant's sister (Dagmara Dominczyk) soon drags both Tozzi and his partner Cuthbert Gibbons (Colm Meaney) into a deadly and at times murderously funny game of cat-and-mouse between the hapless FBI agents and their intended targets.
